Checks whether sound levels at the receiver comply with the Italian DPR 142/04 limits for road-traffic noise. Demonstrative tool.

1 · Road infrastructure
The state determines the decree table: new roads (Annex 1, Table 1) have stricter limits over a single band; existing ones (Table 2) allow, for A and B, a more tolerant Band A within 100 m. The type (A–F) sets the band width and the subtypes.
2 · Receiver
Horizontal distance from the road boundary: it sets the band (A/B/single) and hence the limit. Sensitive receivers — schools, hospitals, care and rest homes — have stricter limits (50/40 dBA) across the whole band; for schools only the daytime limit applies.
3 · Levels at the receiver
L_Aeq at the façade, for road noise only.
4 · Municipal acoustic class
Used outside the pertinence band and for E/F roads.

Note for non-Italian readers. DPR 142/04 is the Italian implementing regulation for road-traffic noise. It defines noise-pertinence bands — strips of land along a road within which road-specific limits apply instead of the general municipal zoning limits (DPCM 14/11/97). It has no direct equivalent in most other European frameworks.
How do you use the tool?
The tool checks whether sound levels at the receiver comply with the Italian DPR 142/04 limits for road-traffic noise. It applies to receivers within the pertinence bands of A, B, C, D roads and to sensitive receivers (schools, hospitals, care homes). Outside the band, or for E and F roads, the municipal DPCM 14/11/97 limits apply.
The tool checks whether sound levels at the receiver comply with the DPR 142/04 limits for road-traffic noise. It applies to:
- receivers within the noise-pertinence bands of A, B, C, D roads;
- sensitive receivers (schools, hospitals, care and rest homes) with a privileged regime.
For receivers outside the band, or for E and F roads, the DPCM 14/11/97 immission limits apply according to the municipal acoustic-zoning class.
How do you read the result?
The result comes in three blocks. The Framing summarises the applied regime — road type, state, band. The daytime and night-time checks compare the L_Aeq with the limit and compute the margin: positive if below the limit, negative if exceeded, zero if at the limit. The Regulatory reference gives the exact table and row of the decree the limit derives from.

The Daytime check and Night-time check compare the supplied L_Aeq with the applicable limit and compute the margin: positive if below the limit, negative if exceeded, zero if exactly at the limit. The Regulatory reference gives the exact table and row of the decree the limit derives from — useful for traceability in a technical report.
Exceeding a limit does not automatically entail a sanction: for existing roads, returning within the limits is managed through the multi-year remediation plans (DM 29/11/2000). The tool provides the point check, not the regime of derogations.
How does the check work?
The decree defines no formulas: it sets limits to be checked against levels measured or predicted with other methods (NMPB-Routes 2008, CNOSSOS-EU, ISO 1996-2 measurements). The check is L_Aeq,TR ≤ L_lim,TR over the two reference times (daytime 06–22, night-time 22–06). The limit depends on the road class (A–F), its state, the pertinence band and the receiver type.

- Noise-pertinence band — a strip of land along the road where the DPR 142/04 specific limits apply instead of the DPCM 14/11/97 ones. Its width depends on the road class and state.
- Sensitive receiver — schools, hospitals, care and rest homes. They have stricter limits (50/40) given the vulnerability of the activities carried out there.
- L_Aeq,TR — A-weighted equivalent continuous level over the reference time TR (16 daytime hours, 8 night-time).
What are the tool’s limitations?
DPR 142/04 concerns the noise of a specific road infrastructure, not the coexistence of several sources (rail, industry). The limits refer to the most exposed façade and the tool assumes the supplied L_Aeq is already the façade value. The regime of derogations and containment plans (DM 29/11/2000) is outside the tool’s scope.
- DPR 142/04 applies to the noise produced by a specific road infrastructure. It does not consider the coexistence of several sources (rail + road, industry + road): those require a multi-source analysis under other regulations.
- The limits refer to the most exposed façade of the receiver; the tool assumes the supplied L_Aeq is already the façade value.
- For multi-storey receivers the assessment must be done for the most exposed floor.
- The regime of derogations and of noise-containment plans (DM 29/11/2000) in case of exceedance is outside the tool’s scope.
